Cellou Dalein Diallo is a Guinean economist and politician. He was Prime Minister of Guinea from 2004 to 2006. He is currently the President of the Union of Democratic Forces of Guinea.

Diallo, a member of the Fula ethnic group,was born in the village of Dalein, near Labé. He studied at the University of Conakry and the Center for Financial, Economic and Banking Studies in Paris.

Diallo joined the government in July 1996 as Minister of Transport, Telecommunications and Tourism. In October 1997, he was appointed Minister of Infrastructure until he was re-assigned as Minister of Public Works and Transport in March 1999. He served in this position for five years until he became Minister of Fisheries and Aquaculture in February 2004.

In December 2004, Guinean President Lansana Conté appointed Diallo as Prime Minister. Prior to Diallo's appointment, the position had been vacant since April 2004.

 Diallo's work against reforming corruption earned him favor and a good international reputation as Prime Minister. This later changed as political scandal and  disagreement rocked his position as Prime Minister.

After an  April 2006 scandal involving changes to his duties,such as the transfer of several portfolios, including those of economy,finance,international cooperation and planning, in Diallo's power, he was dismissed from his position for "serious misconduct".

In November 2007, Diallo was named President of the Union of Democratic Forces of Guinea (UFDG), an opposition political party, a position he continues to hold.

Diallo is a frontunner in the 2010 Guinea presidental elections.
