Kouyaté studied administration at the University of Conakry before joining the civil service. 1976: Kouyaté was appointed as Director of Labour 1977: Kouyaté became Director of Trade, Prices and Statistics, where he had responsibility for state-owned companies. 1982: Kouyaté worked on a rice development project, then moved to the diplomatic service, joining Guinea's delegation in Cote d'Ivoire 1985: Kouyaté returned to the Foreign Ministry in Conakry as head of African and Organisation of African Unity affairs. 1987: Kouyaté became Guinea's ambassador to Egypt, Jordan, Lebanon, Sudan, Syria and Turkey 1992: Kouyaté became Guinea's Permanent Representative at the United Nations, where he became Vice President of the United Nations Economic and Social Council. 1993: Kouyaté was appointed as the Deputy Special Representative of the Secretary-General in Somalia for the UNOSOM II mission February 1994: Kouyaté became the Acting Representative for the UNOSOM II mission June 1994: Kouyaté became the Assistant Secretary-General in the UN Department of Political Affairs, one of his first missions being a tour around ECOWAS member states to discuss the situation in Liberia. He continued his involvement in discussions to build regional support for a resolution of the Liberian Civil War. 1997: Kouyaté became the Executive Secretary of the Economic Community of West African States (ECOWAS), a post he held until February 2002. From March 1, 2007 to May 23, 2008 Kouyaté presided as the Prime Minister of Guinea. Kouyaté's appointment was in response to the Guinean general strike that began on January 10, 2007 during which strikers asked for the resignation of President Lasana Conté. Kouyaté was selected by President Conté from a list provided by trade union workers.

As of May 20, 2008, Kouyate was replaced by Ahmed Tidiane Souaré, who was also selected by President Conté. Kouyaté's dismissal was unexpected but resulted from a clash between Conté and Kouyaté over the removal of Prime Minister Justin Morel Junior.
