He was born in Rwanda and attended the University of Tanzania and received his Ph.D in economics at the unviersity of Glasgow in England. In 1997 he was appointed to the finance chair and economic planning chair in Rwanda. He is widely known and accredited for stabilizing the genocide crisis in Rwanda in those two positions for eight years.
In 2005 he was elected to president of the African Development Bank.
