Description of Work:
Paulin Obame-Nguema offered to resign in June 1996 and again in January 1997, but President Omar Bongo made him stay in office.

Under his successor, Jean-François Ntoutoume-Emane, he was appointed Minister of Public Health, Population, and Social Affairs in late January 1999, before being named Minister of Social Affairs on February 10, 1999.
